How do you spin it into victory....

When only 25% of the electorate voted?

Granted, it was only the congressional elections, but compared to previous tense elections in Venezuela--where turnout was more than healthy and certainly shames our limping voter turnout numbers--it is something remarkable indeed. And certainly says a lot about people'e confidence in the government, the CNE and their ability to run fair elections. Unfortunately, one possible spin manuever is, of course, that fact that chávistas now have all the seats in the National Congress.
